Officer Reports 7/7/25 to 7/13/25

7/7…6:12 pm…Zone 7…Second StreetBIS received a report regarding a black Lincoln Navigator that had reportedly been abandoned and unmoved for approximately 4 to 5 days. A BIS Officer was dispatched and arrived on scene at 6:15 PM.

Upon arrival, the Officer located the vehicle, which was unoccupied. A note was observed on the windshield stating that the vehicle would not start and that the owner intended to retrieve it as soon as possible.

The Officer documented the vehicle information for reference by other BIS personnel and will continue to monitor the vehicle's status in the coming days. No further action was deemed necessary at this time.

The Officer cleared the call at 6:25 PM.


7/7…9:08 pm…Zone 10…Alta Vista Road: A BIS Officer received a call from Advanced Alarm Company reporting a power loss/trouble signal at a BIS member’s residence. The Officer arrived on scene at 9:12 PM and met the homeowner at the front door.

The homeowner confirmed that electrical power had briefly gone out and then returned, triggering the alarm system. No assistance was needed, and the residence was found to be secure.

The Officer cleared the call at 9:14 PM.


7/8…8:10 pm…Zone 1…Lake Ave: A BIS member contacted the on-duty BIS Officer regarding a suspicious vehicle parked on the street near the member’s residence. The vehicle was described as a silver Honda SUV with Nevada plates. While speaking with the Officer by phone, the member observed the vehicle leaving the area.

The BIS Officer responded and arrived at 8:13 PM. The Officer thoroughly checked the area but was unable to locate the vehicle. No suspicious activity was observed, and no additional calls concerning the vehicle were received.

The Officer cleared the call at 8:20 PM but continued to monitor the area for the remainder of the night. No contact with the vehicle described was made.

 

7/8…10:39 pm…Zone 7…Fifth Street: A BIS Officer received a call from a BIS member reporting fireworks being ignited in the vicinity of the park and field area behind the member’s residence. The Officer arrived at 10:41 PM and parked nearby to observe and attempt to locate the source of the fireworks.

No individuals or vehicles were seen in the area, and no fireworks were observed or heard during approximately 15 minutes of monitoring. The Officer also checked the adjacent school grounds and field but found no activity.

No additional calls regarding fireworks were received. The Officer attempted to contact the reporting member and left a message indicating that it appeared the individuals responsible had already left the area.

The Officer cleared the call at 11:10 PM.


7/9…10:01 pm…Zone 6…Ivy Brook Lane: A BIS member contacted the on-duty Officer regarding a possibly homeless and suspicious-looking male seen sitting at the corner of Childe Drive. No description was provided, but the member stated the individual had been seen in the area on previous occasions.

The BIS Officer arrived at 10:12 PM but was unable to locate the individual. The Officer checked several surrounding streets in an extended effort to find the subject but found no one matching the report.

The Officer followed up with the reporting member and advised that the individual appeared to have left the area. The Officer cleared the call at 10:25 PM.


7/10…10:08 am…Zone 3…Bear Paw Lane South: BIS received a call from a member regarding a suspicious male walking in the area. The individual was described as a white male, late 40s to early 50s, with a beard, wearing jeans and a hoodie, and carrying a backpack.

The BIS Officer arrived at 10:15 AM and located the individual. The male inquired who had reported him, stating that a vehicle had followed him around the neighborhood. (Note: BIS Officers do not disclose the identity of members or reporting parties to anyone, except when required by legal authorities.)

After a brief conversation, the Officer verified that the individual was a construction worker assigned to a nearby house on Bear Paw Lane. The Officer logged the individual’s information for future reference and cleared the call at 10:30 AM.


7/10…11:53 am…Zone 6…Ivy Brook Lane: A BIS Officer received a call from a non-member regarding a group of homeless individuals staying in an empty lot in the area. The reporting party was advised that the property owner would need to request their removal and that the matter should be referred to CSPD.

The BIS Officer did not respond to the scene. It was noted that a possibly homeless male had been previously reported in the area on July 9, 2025. The information was logged for sharing with other BIS Officers and for continued monitoring of the area.

No calls regarding this matter were received from BIS members.


7/11..8:17 pm…Zone 7…Briarwood Place: A BIS member contacted the on-duty BIS Officer to report that two coyotes had been seen in the space between their house and a neighbor's. The member stated they witnessed the coyotes attack their cat and then ran toward Broadmoor Avenue with the cat in their possession. The BIS Officer responded and arrived at 8:19 p.m. The officer did not observe the coyotes on the street and checked the surrounding area but was unable to locate either the coyotes or the cat. No additional calls regarding the coyotes were received. The officer cleared the call at 8:34 p.m.

 

7/12…2:55 pm…Zone 3…Pine Avenue: A BIS Officer received a call from a member regarding a suspicious male walking through the area. The individual was described as a tall white male wearing dark clothing and carrying a dark-colored bag. He was last seen walking west on Pine Avenue. The BIS Officer arrived in the area at 3:10 p.m. and observed a male matching the description walking south on Seventh Street.

At 3:21 p.m., while the officer was monitoring the individual, a second call was received from another member regarding the same male, again seen walking on Seventh Street. The officer observed the individual walking along the street and sidewalk, without entering any private property. No suspicious behavior was noted. The BIS Officer monitored the male until he left the area, walking eastbound on Lake Avenue. The call was cleared at 3:50 p.m.

*7/14…2:49 am…Zone 2…Elm Ave: While patrolling the area, the on-duty BIS Officer observed a suspicious vehicle parked on Elm Avenue, east of Gentry Lane. The vehicle was a white Audi four-door sedan with Colorado plates. It appeared suspicious because the expiration year had been scratched off the rear license plate. The vehicle was occupied by a Hispanic or Black male, estimated to be in his late 50s to early 60s, wearing shorts and a dark-colored t-shirt. The man appeared unconscious or asleep, slumped over in the driver’s seat.

When the officer approached, he observed that the man was breathing normally but still appeared asleep or unconscious, leading the officer to suspect the driver may have been under the influence of a substance or alcohol. As the officer was returning to the patrol vehicle to notify CSPD, the man started the vehicle and quickly drove off, turning south onto Fourth Street, then proceeding across Lake Avenue onto Tanglewood Drive. The vehicle was last seen turning east on Broadmoor Avenue.

After returning to the patrol vehicle, the officer checked several side streets in an attempt to locate the suspicious driver but was unsuccessful. Nothing unusual was observed at the original location where the vehicle had been parked, and no damage or evidence of a collision was found in the immediate area. The officer noted that the vehicle had not been seen in the area before. CSPD was notified of the incident, including the vehicle and driver description, and advised to be on the lookout for a potentially impaired driver.


Note: Although this posting covers activity from 7/7 to 7/13, the early morning incident on 7/14 at 2:49 AM is included because it occurred during our graveyard shift, which began on the evening of 7/13 and extended into the early hours of 7/14.
