Leaf Burning Incident | Zone 9
Around noon on Saturday, November 22, 2025, a BIS member noticed smoke coming from a neighbor’s yard and promptly notified Broadmoor Fire. Fire personnel responded immediately and discovered that the non-member homeowner had been burning leaves and other yard debris without the required permit. Information regarding this incident was forwarded by Broadmoor Fire to the Colorado Springs Fire Department. CSFD contacted the member and provided the following information to Chief Mark Trostel:
A CSFD inspector met with the homeowner who had been burning leaves, provided educational materials, and explained the applicable fire codes. CSFD’s approach is to educate first before issuing citations. However, if education does not lead to compliance and violations continue, the homeowner may be required to appear in court and face penalties of up to a $2,500 fine or 189 days in jail. Additionally, CSFD will not issue permits for burning yard debris in designated “high fire risk areas,” such as the Broadmoor area.

11/20 – 11:08 am | Zone 2 – Polo Drive
A BIS member called the on-duty Officer to report a suspicious individual on a bicycle who rode onto the member’s property at approximately 4:30 am. The male was described as a white male with a backpack and flashlight; no further description was available. The member reported no damage or theft. Due to the significant time lapse, the BIS Officer did not respond but logged the information for reference and shared it with fellow officers. No additional calls regarding this suspicious bicyclist were received.
11/21 – 12:57 pm | Zone 9 – Marland Road South
BIS received a call regarding a fire alarm at a member’s residence. The Officer noted CSFD had also been dispatched and immediately responded, arriving at 1:15 pm. CSFD was already on scene and determined the alarm was likely triggered by interior painting and sanding work that produced fumes and dust. The BIS Officer cleared the call at 1:20 pm.

11/23 – 10:47 am | Zone 3 – Bear Paw Lane South
The on-duty BIS Officer received a report of a possibly homeless male walking around the area and acting suspiciously. The subject was described only as wearing dark clothing. The Officer arrived at 10:55 am and conducted an extensive search of Bear Paw Lane and surrounding streets but was unable to locate the individual. No one matching the description was observed. No further calls regarding this male were received. The Officer cleared the call at 11:00 am and monitored the area for the remainder of the day; the suspicious individual was not seen again.
