The Officer learned that both individuals worked at a nearby business that had recently closed for the evening. During the contact, the Officer observed that the male appeared to be highly intoxicated. Due to the late hour, the Officer requested that the individuals leave the property. 9/29 – 10:52 pm | Zone 2 – Elm Ave
While conducting routine patrols, a BIS Officer observed a suspicious vehicle parked on the street in front of a member’s residence. The vehicle was described as a blue Chevrolet sedan with Colorado license plates. Upon approaching the occupied vehicle, the Officer contacted a white male in his 50s, described as bald, of medium build, and having a white goatee. The individual presented a Colorado State Patrol badge and identification and stated that he had been assigned to monitor the residence that evening.
The BIS Officer returned to his patrol vehicle, left the area and contacted the Colorado Springs Police Department (CSPD) at 11:16 pm to determine whether any authorized surveillance activity was taking place at the residence. The CSPD call taker advised that the department had no knowledge of such an operation and subsequently contacted the Colorado State Patrol (CSP). CSP reported having no calls for service or active Troopers conducting surveillance at that location.
The BIS Officer returned to the residence and discovered that the vehicle had departed. The Officer conducted an exterior security check of the property and found no signs of attempted entry, damage, or disturbance. All appeared safe and secure. The Officer also searched the surrounding area for the vehicle but was unable to locate it. The Officer cleared the incident at 11:25 pm.
A follow-up investigation the following day confirmed that the individual contacted by the BIS Officer was a retired Colorado State Patrol Trooper who had been legitimately assigned by another private security firm to monitor the residence for one night.
