10/6 – 8:43 PM | Zone 3 – Old Broadmoor Road
BIS Officer received a call from a non-member regarding a suspicious individual walking toward Poplar Street. The subject was described as wearing all black and appearing “out of place” and “not belonging in the area,” according to the reporting person. The Officer, aware that several BIS members lived nearby, responded and arrived at 9:20 PM (arrival was delayed due to a prior medical assistance call at a member’s residence). The Officer checked several streets in the area but was unable to locate anyone matching the description. No further calls were received regarding this individual. Officer cleared the call at 9:30 PM.

10/9 – 9:21 PM | Zone 6 – Kincaid Court
BIS Officer received a call from a member regarding a suspicious vehicle parked on the street. The vehicle was described as a red or maroon Subaru, possibly occupied by two individuals. The Officer arrived at 9:35 PM and contacted a male and female, both appearing to be in their 20s, sitting in the backseat of a maroon Subaru Impreza with Colorado plates. The female resides on the street nearby, and the male identified himself as her boyfriend. The couple explained that the boyfriend was not allowed at the residence, so they were talking in the vehicle. Both had previously been contacted by another BIS Officer in the same location. Nothing suspicious was observed. The Officer notified the reporting member and the vehicle left the area immediately afterward. Officer cleared the call at 9:48 PM.
10/10 – 10:47 PM | Zone 8 – Pourtales Road
While on patrol, a BIS Officer received a call from a member reporting 7–8 gunshots heard north of Pourtales Road, possibly in the vicinity of Lake Avenue. The Officer immediately responded, arriving in the area at 10:54 PM, and conducted a search that included nearby school grounds and several streets. No individuals or vehicles were observed, and no further gunshots were heard. The Officer remained parked in silence for several minutes but detected nothing unusual. No additional calls were received. Officer cleared the call at 11:07 PM.
10/11 – 1:53 PM | Zone 7 – Beech Avenue
BIS Officer received a call from a member reporting a suspicious older white male banging on the front door of their residence. The subject appeared to be intoxicated or in need of medical assistance. The member then observed the male walking south of the property before falling down. BIS and Broadmoor Fire and Rescue were both contacted. The Officer arrived at 2:05 PM and observed Broadmoor Fire personnel on scene attending to the subject. The male’s condition was unknown as he was transported by ambulance. The Officer determined further BIS assistance was not required and cleared the call at 2:07 PM. Follow-up investigation conducted by the BIS Chief.
10/12 – 5:26 AM | Zone 10 – Upland Road
BIS Officer received a call from a member who observed, via exterior camera, a suspicious male looking into vehicles in their driveway at 5:14 AM. The individual, upon realizing he was on camera, covered his face and left the property. The video was reportedly grainy, providing limited description. The Officer responded immediately and arrived in the area at 5:30 AM, conducting a search through multiple nearby streets.
At 5:36 AM, the Officer contacted a Hispanic male in his 30s walking on Plainview Road near Upland Road. The male was wearing black pants, a black jacket with white reflective stripes at the bottom and sleeves, a black shirt, and white tennis shoes with lime-green stripes. He had black hair, a mustache, and a goatee, and appeared nervous when questioned. After documenting a full description, the Officer returned to the reporting member’s property and confirmed that no vehicles had been entered or damaged.
At 5:39 AM, the Officer observed the same male running past the member’s house toward Penrose Blvd. The member provided a still photo from the camera, matching the description of the male contacted. The Officer notified CSPD, providing the photo, detailed description, and last known direction of travel.
At 5:54 AM, the Officer located the same individual again on El Pomar Road walking toward Mesa Avenue. The Officer updated CSPD and monitored the suspect as he continued toward Cresta Road before leaving the area. It is unknown if CSPD made contact. The Officer documented the incident for future reference and distribution to all BIS Officers. Officer cleared the call at 6:02 AM.
